This is not a matter of file associations, we are creating a shortcut for a command prompt with our environment and other shortcuts for instantiating java applications.

In all other Windows versions, the icon displayed in the taskbar when we launch the command prompt and the java applications displays the icon chosen by our installer; in Windows we see a blank icon unless I turn off grouping. I have tried manually changing the icons – it yields the same results.

We have re-installed the OS and still see the same behavior however I now think this issue has to to with permissions for the admin user we are using to do the install. If I change folder permissions so the user has permissions not just the Administrators group and manually re-create shortcuts, they will work as expected.

If I copy any shortcut created by our installer to user space, running the copied shortcut will result in the blank taskbar icon. However if I modify it after copying it to user space , the resulting shortcut will work – displaying whatever icon is configured as expected.
