Totally legal. VL versions of desktop Windows is always \”upgrade\” only requiring the machine to already be licensed for the same version of Windows in the first place. As long as you go through the upgrade process on each machine to get its Windows 10 entitlement, you only need one VL license for imaging rights. Totally needless purchase.
